Mother faces charges in son’s sex assault case

CLAREMONT — The mother of a man charged with felonious sexual assault against a 13-year-old girl was arrested this week after police say she allegedly failed to report the assault to authorities.

Angela Heino, 40, faces charges of endangering the welfare of a minor and failure of duty to report after she allegedly allowed the girl to consume alcohol, tobacco and marijuana. She was released on $3,000 personal recognizance bail pending her arraignment  May 21.

Heino’s son, Tyler Robbins, 23, was released on $10,000 personal recognizance bail last week after pleading not guilty to two counts of felonious sexual assault on a minor. 

According to court documents, Robbins allegedly was involved in a sexual relationship with the 13-year-old since New Year’s Eve. 

The legal age of consent in New Hampshire is 16 and “consent of the victim … shall not be considered a defense.”

Although affidavits are not yet available for Heino, she is named several times in documents related to Robbins for allegedly knowing about the relationship without reporting it to police. Under RSA 169, any person who is aware of child abuse or neglected is mandated to report it to authorities.

While Heino allegedly attempted to prevent Robbins from being alone with the alleged victim, she is accused of not reporting it to the New Hampshire Division for Children, Youth and Families. Instead, it was the alleged victim’s father who reported Robbins to police on Feb. 27.

During the ensuing investigation, police learned that Heino had allegedly spoken to the victim about the relationship with her son, court documents said.

“Angela told [the alleged victim] not to tell anyone about the relationship because [Robbins] would get in trouble,” court documents said.

The New Hampshire Division for Children, Youth and Families and the Child Advocacy Center of Grafton and Sullivan Counties also assisted in the investigation. Anyone with information regarding the case is encouraged to call Detective Colby Casey at (603) 542-7010 or at [email protected]

Heino and Robbins both live at 35 South St., a multi-family residential block located less than a quarter-mile from Claremont Middle School. 

A man charged with aggravated felonious sexual assault against a 3-year-old, Emerson Cramer, also lives in the apartment block.
