SPRINGFIELD, Vt. — On June 30 at 1:20 p.m. conditions were cloudy and the road was wet. Cynthia Todd, 35, of Windsor, Vermont was traveling south in a 2018 Honda HRV on Interstate 91 near mile marker 46.2 when a vehicle in front of her came to a sudden stop for a dog that was loose in the roadway. Todd was able to brake heavily and avoid rear-ending the stopped vehicle. Andrew Camber, 32, of Athol, Massachusetts, who was traveling behind Todd in a 2004 Dodge Ram, was not able to stop to avoid rear-ending Todd’s vehicle.
Camber was not wearing a seat belt, but was not injured. Todd was wearing a seat belt, received minor injuries and was treated at Springfield Hospital.
