BELLOWS FALLS, Vt. — The Bellows Falls Police Department recently tased a local resident who allegedly approached a member of the department with broken glass bottles while acting in a “violent, tumultuous and threatening manner.”
Dylan Gingues, 37, of Lowell and Bellows Falls, Vt., is facing charges of Assault on a Law Enforcement Officer, Disorderly Conduct, Unlawful Trespassing and Unlawful Mischief.
According to a report by the department, on Sept. 7 at 4:16 p.m., police received several phone calls about a man laying in the roadway on Atkinson Street while yelling and swearing at passing vehicles and pedestrians.
He was later identified as Gingues and was located behind a residence on Hapgood Street. Gingues allegedly immediately started screaming and threatening Sgt. Todd Mayer with a metal broom handle and ignored all verbal commands. Gingues then reportedly backed away and broke the bottoms off two glass beer bottles. He allegedly re-approached Sgt. Mayer with the broken bottles, and Gingues reportedly was tased, sending him to the ground immediately. Walpole Police officers moved in and handcuffed Gingues. Vermont State Police also assisted in the incident.
According to the Brattleboro Reformer, while Gingues was arrested on a Saturday afternoon, he could not be arraigned until the following Wednesday because he refused to get dressed or go to the jail room for the arraignment. Gingues was instead arraigned in “absentia.”
The Brattleboro Reformer added that when he was being taken to the Springfield Prison, Gingues needed to be “forcefully removed” when he started taking his clothes off. He was then handcuffed from his back to front. However, when Gingues was in the prison he allegedly began hitting his forehead on the cell door.
The report by the Brattleboro Reformer added that it appeared that Gingues was on drugs, and at one point during the incident yelled, “See what PCP will do for you.” He also was allegedly overheard saying to nobody, “I love you man,” and Gingues had “restricted pupils” that are commonly identified with drug use.
Gingues is no stranger to the law, as he has a history of showing up naked at gas stations, convenience stores and near the Bellows Falls Central Elementary School, according to a Sept. 1, 2013 report in the Portsmouth Herald. He also faced charges in Grafton County, as reported by the Eagle Times.
Gingues was held on $5,000 cash or Surety Bond and taken to the Southern State Correctional Facility.
