Rockingham man arrested on warrant out of Virginia 

BELLOWS FALLS, Vt. — A Rockingham man was arrested in Bellows Falls on Oct. 31 for alleged charges of being a fugitive from justice from the Commonwealth of Virginia for a charge of possession with intent to distribute a Schedule II substance. 

According to information released by the Bellows Falls Police Department, on Oct. 31 at 6:05 p.m., officers located Carl A. Record, 51, of Rockingham, Vt. while walking along Missing Link Road.  

It was known to officers that Record was recently a fugitive from justice out of Virginia for the possession with intent to distribute charges. Police did not identify the type of substance or amount in the report. 

This warrant was issued by the Governor of the State of Vermont in coordination with the Governor of the Commonwealth of Virginia, which demanded that Record be returned to Virginia.  

Record was arrested and taken to the Bellows Falls Police Department. He was then turned over to deputies from the Windham County Sheriff’s Office for execution of the Governor’s Warrant. Record was subsequently held at Southern State Correctional Facility without bail.
